🗂️ 📚 Camp Lejeune Timeline: Science → Contamination → Cover-Ups → Legislation
🔹 1. Known Science
1920s: Alice Hamilton (Harvard) documents benzene toxicity in factory workers.
1948: “No safe level” benzene conclusion:
Toxicological Review for API (by Dr. R.A. Kehoe): “It is generally agreed that the only absolutely safe concentration for benzene is zero.”
Widely supported by Harvard public health pioneers.
1970: OSHA formed — establishes worker exposure limits for benzene & VOCs.
🔹 2. Contamination Period
1953–1985: Camp Lejeune wells contaminated with PCE, TCE, benzene, vinyl chloride, and 70+ other chemicals.
Sources: Solvent use, off-base dry cleaners, degreasers, fuel leaks.
🔹 3. Early Detection & Warnings
1980: EPA requires water testing—Army lab reports “highly contaminated.”
1981–1982: Grainger Labs and chemist Betz repeatedly warn base command.
1983: Base tells EPA “No environmental problems.” NC water agency requests data but is refused; testing scaled back.
🔹 4. Benzene Discovered — Then Hidden
1984: EPA Superfund contractor finds benzene in Hadnot Point wells; some wells shut, others kept online, benzene finding not disclosed.
1992: USMC report (Baker Corp) omits benzene data.
1994: NC notifies ATSDR about benzene — still ignored.
🔹 5. Government Agency Response
1997: ATSDR: “Cancer unlikely” — omits benzene.
1999: USMC begins limited resident notifications.
2000–2001: DoD/USMC claim they cannot locate many Marines & families; launch outreach campaigns.
2005: DOJ/EPA finds no criminal charges.
2007: EPA investigator states obstruction charges were blocked by DOJ.
🔹 6. Partial Admissions & Ongoing Harm
2007: Jerry Ensminger uncovers 1981 radioactive dump site mystery.
2008: Congress orders renewed notification campaign.
2009: ATSDR retracts flawed report — admits benzene contamination.
2010: ATSDR: “Undoubtedly a hazard.”
2012: Camp Lejeune Families Act passes.
2022: PACT Act launches — includes Camp Lejeune Justice Act.
2024: DOJ interrogates the poisoned as if they are the criminals that poisoned themselves? Navy acting as an administrative arm, but the TORT law states they can negotiate themselves up to 500k and call it a day without DOJ involvement
2025: VA SME reviewers are not TOXICOLOGISTS/NEUROIMMUNE still, how can a non-specialist review claims?
🏛 Prior Corrections Attempts (no movement):
May 2024: H.R. 8545 (118th Congress) introduced to amend CLJA — technical fixes for venue and jury trials — died in committee congress.govgovinfo.gov+15congress.gov+15en.wikipedia.org+15en.wikipedia.org.
Sept 2024: S. 5257 (Ensuring Justice for Camp Lejeune Victims Act) introduced in Senate — died in committee en.wikipedia.org+4congress.gov+4legiscan.com+4.
🧩 Recent Fixes:
Mar 2025: S. 907 introduced by Sen. Tillis & Blumenthal — proposes corrections to venue, evidence, and latent-harm language legiscan.com+9govinfo.gov+9tillis.senate.gov+9.
June 2025: H.R. 4145 (“Ensuring Justice for Camp Lejeune Victims Act of 2025”) reintroduced by Rep. Murphy — includes latent-harm language, broader venue allowances; now referred to House Judiciary youtube.com+12congress.gov+12congress.gov+12.
🔹 7. 2025 & Beyond
Mid‑2025: Over 400,000 administrative claims, ~2,900 lawsuits in the Eastern District of North Carolina en.wikipedia.org+4lawsuit-information-center.com+4govinfo.gov+4.
2025: Technical corrections bills (S. 907/H.R. 4145) still waiting—victims await resolution and relief.
✅ Key Insights
Initial fixes died in 2024—left victims in limbo.
2025 bipartisan corrections efforts may finally relieve bottlenecks in jurisdiction, trial rights, and proof standards.
Yet these bills remain under committee review, and thousands still face delays in justice.
Remember this started Decades ago, Veterans and Families ignored by VA and missed out on numerous benefits for themselves and their children. YEARS AND YEARS of denials. CLAIMS should be approved not back to first filing date, but back to DATE OF POISONED.
